On December 8th, the “2019 Capital Institute of Science and Technology Development Strategy (CISTDS) New Year Forum” was held by the Capital Institute of Science and Technology Development Strategy, the Green Industry Platform (GIP) of United Nations Industrial Development Organization (UNIDO), and the Beijing Key Lab of Study on Sci-Tech Strategy for Urban Green Development and the Beijing Fund Town. The Annual Report on Science and Technology Innovation Development of China Cities 2018 was released.

The Report estimates and evaluates the level of scientific and technological innovation development in 289 prefecture-level and above cities in China, analyzes and summarizes the experience and shortcomings of Chinese cities in promoting the construction of innovative countries. Among the 289 participating cities, the top 10 are: Beijing, Shenzhen, Shanghai, Guangzhou, Nanjing, Wuhan, Suzhou, Tianjin, Hangzhou, and Xi'an. Among the 253 general prefecture-level cities, Suzhou, Dongguan, Zhuhai, Wuxi, Zhongshan, Changzhou, Zhenjiang, Foshan, Wuhu, and Jiaxing ranked in the top 10.
The Report pointed out that degree of urban openness, resource endowment, business environment, human capital, and entrepreneurial incubation have a significant influence on the level of technological innovation. It is recommended to establish an urban innovation development assessment system, expand openness, promote the transformation and upgrading of resource-based cities with technological innovation, build a service-oriented government, deeply optimize the business environment, enhance people's sense of gain and happiness, and attract high-level and advanced talents to settle down.
